  Where is the corresponding article for the Lakeland district? I don't see it here or on the Cortlandt page. And given that about half of Yorktown is in the Lakeland district, that article (if it existed) should have been on the Yorktown page as well.

  Hopefully the same bill will get rid of the toll on I-95 north of New Rochelle. I go out of my way to avoid that one as well (which is more expensive - $1.75).

  When you don't require your passengers to buckle up, especially children, it becomes more complicated. I will not start my engine until everyone is buckled. I certainly agree that drivers who use a cell phone or text (?!!!) while driving should be hung by their thumbs. But it's easier to spot someone without a seat belt than someone using a cell phone. I'm grateful that the police are going after any of these fools.
