The New York State Division of Criminal Justice Services issued an alert Friday to Westchester residents regarding the residency of 45-year-old Thomas Holcombe, who has moved to a home on Chauncy Place in Peekskill.
The Division of Criminal Justice Services has assigned Holcombe a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He is also designated for lifetime registration, though he can petition for relief at an undisclosed date.
According to the Division of Criminal Justice Services, Holcombe had sexual intercourse with his teenage female victim in February 1992. He was arrested by the Peekskill City Police Department and sentenced to between two and six years in prison. He remains under the jurisdiction of the Peekskill Police Department.
