Barker was born March 26, 1940, in Peekskill, N.Y. After graduation from Yorktown Heights High School in 1958, he attended Duke University and then enlisted in the Air Force.
Following his four years of service, he worked in New York City at L. F. Rothschild, a brokerage firm, for 21 years and then for 17 years as office manager at his nephew's law firm, Hunter and Associates. He moved to St. Croix in 2004
Barker is survived by his sisters, Ditto and Mimi; nephew Kip (Colleen). He was preceded in death by a sister, Suzanne Wootton and his parents, Harriet Augusta and Harry Capewell, all residents of Mt. Kisco, N.Y.
Barker's life was celebrated by his family and many friends at Cane Bay, he was buried at sea the next day.
