It has partnered with the Putnam Communities that Care Coalition to do compliance checks of "off premise" locations -- places that sell alcohol to be consumed elsewhere, like grocery stores, convenience stores, delis, gas stations and liquor stores.

"Each day we see evidence of the toll underage drinking has on our communities," said Sheriff Donald Smith. "By conducting these compliance checks it not only makes more difficult for young people to obtain alcoholic beverages, but it reminds retail business owners and their employees to remain vigilant when selling alcohol to individuals that appear to be underage."

Members of the Sheriff's Department assigned to the initiative used individuals under 21 and visited 99 locations in Putnam County.

Smith reported that, as of Aug. 23, department members had made 12 arrests during the three months of the initiative. All the arrests were of employees who sold alcohol to the underage agents without verifying they legally could.

Here are the businesses that failed the compliance checks:

  • BP Gas, on Fair Street in Carmel;
  • Route 6 Mobil, at 67 Gleneida Ave. in Carmel;
  • Gulf Gas, on Route 9D in Garrison;
  • Speedway Gas, on Route 52 in Kent;
  • Sunoco Gas, on Dykeman Road in Kent;
  • Shell Gas, on Route 6 in Mahopac;
