The woman complained to the owner of the Injection Tattoo Parlor on March 15, that Andrew J. Ortner, 31, had exposed himself in front of her. The owner called the Yorktown Police who issued a summons for his arrest on charges of exposure of self on July 22, said Yorktown Lt. Tom Gentner.

Following his arrest, Ortner was scheduled to appear in court on Aug. 11, which he failed to do. Another arrest warrant was issued and he was picked-up on Aug. 16, Gentner said.

He was released on his own recognizance following his arrest. Ortner is scheduled to appear in court on Aug. 25.
