Sheriffs pulled over a vehicle in Philipstown due to an alleged expired inspection and reportedly smelled marijuana in the vehicle. The deputy also observed two children within the vehicle, one of which was allegedly improperly restrained in a car seat, police said.

The driver, Sara M. McGougain, 23, and the passenger, Justin D. Taylor, 23, were both charged with two counts of endangering the welfare of a child and unlawful possession of marijuana, police said.

Taylor was remanded to Putnam County Correctional Facility in lieu of $2,500 cash bail or $5,000 bond while McGougain was released on her own recognizance. Both defendants are scheduled to appear in the Town of Philipstown Justice Court to answer the charges on March 11, police said.
