Woman Who Fled From Cops Caught With Heroin, Crack In Northern Westchester

A 25-year-old woman is facing a series of charges after being busted by state police in North Salem with alleged crack cocaine, heroin and other drugs, before attempting to flee in an attempt to avoid arrest.

New York State Police investigators announced the arrests of Bronx resident Samantha Lugo and Manhattan resident Kenneth Vaishville, 50, who were busted while in possession of crack cocaine, heroin, marijuana and pills during a traffic stop early on April 22.

At approximately 7:30 a.m. on April 22, state police troopers stopped a Dodge Durango being driven by Lugo in North Salem after she allegedly committed several vehicle and traffic violations.

During the subsequent investigation, it was determined that Lugo was allegedly driving under the influence of drugs, which were in her possession. She attempted to flee the scene on foot while attempting to dispose of the drugs in her possession, but was quickly apprehended by troopers, police said.

Vaisville, who was a passenger in the vehicle, was found to be in possession of drug paraphernalia and crack cocaine.

Lugo was arrested and charged with two felony counts of fourth-degree criminal possession of a controlled substance and tampering with physical evidence. She was also charged with four counts of seventh-degree criminal possession of a controlled substance, criminal use of drug paraphernalia, possession of a hypodermic needle, obstruction of governmental administration, resisting arrest, driving while ability impaired by drugs and aggravated unlicensed operation of a motor vehicle, all misdemeanors. Lugo was also cited for unlawful possession of marijuana, a violation.

Vaisville was charged with a felony count of fifth-degree criminal possession of a controlled substance and criminal use of drug paraphernalia, a misdemeanor.

Lugo and Vaishville were arraigned in the Town of North Salem Court.  Lugo was remanded to the Westchester County Jail without bail, and Vaishville was released on his own recognizance. Both are due back in court later this month to answer the charges.
