Kenneth Downer, 83, Retired Greenwich Police Officer GREENWICH, Conn. -- Kenneth Joseph Downer, 83, a loving husband, father, brother, uncle and friend to many, died peacefully at Stamford Hospital on Friday, Sept. 23 with his family by his side.  Downer was born Oct. 12, 1932 in White Plains and was one of five children born to the late Sherman and Katherine (Cuddy) Downer.
