Letter: North Salem Town Board Votes On Community Choice Aggregation Law

The Community Choice Aggregation law will allow the Town to combine the buying power of our local government, local businesses and our residents in order to get cheaper prices for electricity for everyone.

The development of the CCA initiative has been going on for a long time, long before I joined the Town Board, and is just now coming to fruition.

Earlier this year, the State Public Service Commission gave its approval for a pilot program sought by a group of Towns in Westchester County known as Sustainable Westchester. North Salem is one of the founding members of this group.

Here is how the pilot program works:

Each Town that wants to be part of this initiative will pass a resolution like the one that we are considering, and hopefully will pass.

Presumably, each member of Sustainable Westchester will pass a similar resolution. Those that do will be combining their energy buying power, and will seek the best deal for electricity from an energy service company (ESCO) – an electricity supplier.

The potential benefits of CCA programs include price stability for a fixed contract term, the potential for lower prices and more favorable terms, and the ability to design a program that reflects local preferences and needs, including a preference for cleaner power sources. However, for those who wish to go their own way, they have the option of opting out and choosing their own enable energy service company.
